One of the most powerful statistics in education is this: students who trail behind in reading at the end of third grade are four times more likely to drop out of high school.
That statistic drove the state of Ohio to pass what it called the “Third Grade Reading Guarantee” - a bold plan that made students pass a grade-level reading test to advance to fourth grade. Two years ago, we reported on the Guarantee’s launch. This spring we returned to find out if it had worked.
The answers are surprising.
